**WASHINGTON, October 23, 2026** — The White House said Friday that Russia and Ukraine
had agreed to a limited ceasefire in the Russian-occupied southern Ukrainian city
of Oleshky to allow humanitarian aid deliveries and civilian evacuations. The U.
S. announcement said the arrangement would begin on **October 29**.

First lady Melania Trump helped broker the localized agreement, according to the
White House. Her office said civilian teams from both sides would assess residents’
needs, arrange deliveries of food and medical supplies, and help people who want
to leave travel to their preferred destination.

The city faces severe shortages of food, medicine, water and electricity, with mined
roads and continuing military dangers complicating relief efforts. The White House
estimated that roughly 1,700 to 2,000 people remain, many of them elderly, alongside
about 50 children. Oleshky had approximately 24,000 residents before Russia’s full-
scale invasion.

Ukraine’s human rights ombudsman, Dmytro Lubinets, welcomed the first lady’s involvement
but warned that implementing the operation would be extremely difficult. Russia’s
chief of the general staff, Valery Gerasimov, separately described a halt in firing
on the Kherson front beginning at 4 a.m. Moscow time on Tuesday, according to the
Associated Press. That differs from the White House’s October 29 start date, and
the precise operational timetable was not immediately clear.

The arrangement is **local and humanitarian**, not a nationwide ceasefire or a settlement
of the war. Whether safe passage can be maintained and how civilians will reach
their chosen destinations remain crucial unresolved questions.
