**Updated November 3, 2026.** Washington says it will convene working-level talks
between Ukraine and Russia in Abu Dhabi on **November 10–11**. The announcement
marks a new diplomatic appointment, not a ceasefire, a signed settlement or evidence
that the two sides have resolved their deepest disagreements.

## What has actually been announced?

U.S. special envoy Steve Witkoff said the planned discussions would focus on post-
war security arrangements, de-escalation, humanitarian measures and steps toward
ending Russia’s war in Ukraine. [Reuters reported the announcement on November 2](https://www.reuters.com/world/europe/us-hold-trilateral-talks-with-ukraine-russia-abu-dhabi-next-week-us-official-2026-11-02/),
citing Witkoff and a senior U.S. official. [Interfax-Ukraine independently reported the proposed November 10–11 dates](https://ru.interfax.com.ua/news/general/1230082.html)
early on November 3, referring to the envoy’s public statement.

Witkoff and Jared Kushner are expected to represent the United States, according
to Reuters. The report says Russian President Vladimir Putin agreed to another round
after meeting Witkoff in St Petersburg. The precise composition of the Ukrainian
and Russian delegations, any agreed negotiating text and the terms of a potential
ceasefire had not been publicly established at the time of this report.

## Why Brussels matters before Abu Dhabi

U.S. negotiators also plan working-level meetings in Brussels this week with France,
Germany, Britain, the European Union and NATO. Those consultations are expected
to address security guarantees for Ukraine, the future European security framework
and reconstruction support. That sequence matters: any settlement involving territorial
control or a cessation of hostilities would raise difficult questions about who
monitors compliance, how Ukraine is protected against renewed attack and what outside
governments are prepared to guarantee.

European consultations do not mean that the participating governments have endorsed
a particular peace plan. Nor do scheduled talks guarantee agreement on enforcement
or reconstruction financing. Those distinctions are essential when assessing diplomatic
announcements against conditions on the ground.

## The central obstacle remains

The planned meeting would revive a U.S.-mediated format last used in February, according
to Reuters. Yet Moscow and Kyiv remain far apart on the terms of a possible settlement.
Ukraine’s security and sovereignty concerns, Russia’s demands and the question of
enforceable guarantees cannot be resolved by scheduling another meeting alone.

The humanitarian agenda is especially urgent as fighting continues. A separate [Associated Press report on November 2](https://apnews.com/article/717372f7bbf4e8a805bc918f06f9730f)
described deadly strikes in Ukraine, with casualty figures attributed to Ukrainian
officials. Such attacks underline why a negotiation date should not be confused
with a reduction in violence.

## What to watch next

The first meaningful test will be whether all three delegations attend and issue
consistent accounts of the agenda. The second will be whether negotiators announce
verifiable measures—such as humanitarian access, prisoner arrangements or a monitored
reduction in attacks—rather than general statements of intent. A third will be whether
European partners and Ukraine agree on the substance of any proposed security guarantees.

**Bottom line:** Abu Dhabi now has a proposed date for diplomacy, but no verified
peace deal. The next reporting milestone is a confirmed agenda and evidence of concrete
commitments, not the announcement itself.
