# Quad Ministers Outline $85 Million-Plus AI Support and New Chip Supply-Chain Plans

**ATLANTA, Oct. 31, 2026.** Foreign ministers from the United States, Australia,
India and Japan announced plans to strengthen semiconductor and critical-mineral
supply chains and expressed an intention to provide more than $85 million in assistance
for access to trusted artificial intelligence across the Indo-Pacific.

The [official joint statement](https://www.mofa.go.jp/files/101110375.pdf) describes
a proposed effort to identify semiconductor bottlenecks before disruptions occur.
It also welcomes a U.S. commitment of $10 million to support facilities recovering
critical minerals from waste in India and ASEAN countries. These are announced commitments
and plans, not completed investments.

## Why it matters

Chipmaking relies on specialized suppliers, while mineral processing can be concentrated
in a small number of countries. Diversifying recycling and identifying vulnerabilities
could reduce some risks, but implementation, financing and commercial viability 
remain uncertain.

The four ministers also raised concerns about arbitrary export restrictions without
naming a country in the joint declaration. Their agenda included secure digital 
infrastructure, maritime navigation and a new business forum.

**What comes next:** Evidence of delivery will include named projects, funding disbursements
and actual operating facilities. Until then, the statement establishes a direction
rather than a demonstrated result.
