# Microsoft Offers Voluntary Exits to About 60,000 Workers — Why Eligibility Is Not a Layoff Count

**Published October 27, 2026 (CET) | Reporting on Microsoft’s October 26 announcement.**
Microsoft has opened a voluntary exit program to employees in selected divisions
across four countries. Independent reporting puts the pool of potentially eligible
workers at **around 60,000**—roughly 27% of its approximately 223,000 full-time
employees. That figure describes _eligibility_, not 60,000 confirmed departures
or involuntary layoffs.

In a [company statement published October 26](https://blogs.microsoft.com/blog/2026/10/26/introducing-a-voluntary-exit-offer/),
Chief People Officer Amy Coleman said the time-limited Voluntary Exit Offer is intended
to give eligible employees a choice to leave with financial support and career-planning
resources. The public statement did not specify how many people would accept, a
total program cost, or individual severance terms. [Associated Press](https://apnews.com/article/microsoft-buyout-ai-layoff-xbox-c5a639f53615be198db1799adf6837e1)
and [Reuters](https://www.reuters.com/technology/microsoft-is-offering-buyouts-around-60000-employees-business-insider-reports-2026-10-26/)
reported the approximate 60,000-person eligibility figure.

## Who can apply—and what is still unknown?

Microsoft says the offer covers eligible employees at level 70 and below in participating
teams in the **United States, Canada, United Kingdom and India**. Not every business
unit is participating. Reuters reported that areas including AI experiences, Copilot,
finance, human resources, Xbox and Windows + Devices are affected, while some other
functions are excluded. The precise eligibility conditions and terms are being communicated
directly to employees.

There are three separate numbers to keep apart: the size of the _eligible group_,
the number who _choose to accept_, and the number who _ultimately leave_. Only the
first has been publicly estimated at roughly 60,000. No verified acceptance or departure
total was available at publication.

## Why announce a buyout during an AI investment boom?

Microsoft is simultaneously expanding costly artificial-intelligence infrastructure
and rebalancing parts of its workforce. The timing invites questions about which
roles the company wants to expand, retrain or reduce, but the announcement itself
does not establish that AI has replaced a particular number of jobs. It is also
not evidence that the company is cutting 27% of its workforce.

The financial logic is more complex than a simple salary-saving exercise. Voluntary
departures may produce one-time cash costs before any recurring savings appear;
uptake is uncertain, and losing experienced staff can create operational risks.
Investors will therefore need to examine actual participation, restructuring charges,
future headcount and product delivery—not merely the headline eligibility figure.

The wider industry is grappling with the cost of AI expansion. Our related reporting
examines [Meta’s proposed AI financing](https://tectonicsmediapublications.com/meta-95-billion-ai-financing-stock-offerings-october-26-2026/)
and [Anthropic’s growth and investment requirements](https://tectonicsmediapublications.com/anthropic-ipo-s1-filing-revenue-loss-governance-october-26-2026/).
Those are separate corporate decisions, but together they illustrate how the AI
buildout is reshaping capital and staffing priorities.

## What happens next?

Watch for confirmed acceptance numbers, the financial terms and any resulting restructuring
expense. Microsoft is also scheduled to report quarterly results later this week;
management commentary may clarify the balance between AI capital spending and operating
costs. Until those figures emerge, describing the initiative as “60,000 layoffs”
would be inaccurate.
