**Updated October 31, 2026.** Brazil’s President Luiz Inácio Lula da Silva is expected
in Antalya, Türkiye, on November 10 for the UN climate conference’s November 11–
12 leaders’ summit, according to an October 30 announcement reported by Reuters.
The trip will put Brazil at the center of a consequential handover: after presiding
over COP30 in Belém, Brazil will pass the conference presidency to Türkiye while
Australia coordinates the diplomatic negotiations.

The announcement confirms a planned visit, **not** a negotiated climate agreement.
COP31 itself is scheduled for November 9–20, and the outcome of its talks remains
unknown.

## Why Lula’s attendance matters

The handover is more than a ceremonial change of host. Brazil has promoted climate
finance and forest protection as central issues in international climate diplomacy.
Whether those priorities translate into implementable commitments will depend on
negotiations among many governments, not on one leader’s presence.

Reuters reported that Lula plans to arrive November 10, attend the leaders’ meetings
November 11 and 12, and depart November 13 for the Philippines. The reported schedule
may change. The Brazilian presidency’s confirmation came days after Lula’s re-election,
making the visit an early signal of continuity in his government’s international
climate engagement.

## A conference with shared leadership

According to the [UN climate secretariat’s official COP31 briefing](https://unfccc.int/cop31/about),
Türkiye will host the meeting, with Murat Kurum nominated as COP31 president, while
Australia’s Chris Bowen will preside over negotiations. The arrangement divides
hosting and negotiation responsibilities rather than giving either country unilateral
control over the outcome.

That structure matters because the conference must bring together countries with
different energy systems, development priorities and financing constraints. A leaders’
declaration may set political direction, but implementation depends on specific
financing arrangements, national policies and subsequent reporting.

## What to watch beyond the photo opportunities

The Brazilian environment ministry identifies implementation of the Paris Agreement
and stronger international cooperation as central to COP31. It is also preparing
a Brazil Pavilion program that brings together government, researchers, business
and civil society. Separately, Brazil’s finance ministry has described work on sustainable-
finance taxonomies—classification systems intended to help investors identify activities
that meet defined environmental criteria—as part of preparations for Antalya.

Those efforts offer concrete tests of progress. Watch for agreements with defined
timelines, credible funding sources and mechanisms for checking delivery. Announcements
without those elements may have diplomatic value but are harder to evaluate as measurable
climate action.

The UN climate secretariat lists the full conference for November 9–20 at the Antalya
Expo Center. Reuters reported that 77 heads of state or government had confirmed
participation as of its October 30 report; that is a snapshot, not a final attendance
count.

## What is confirmed—and what is not

**Confirmed:** Brazil has announced Lula’s intended attendance; the UN has published
the conference and leaders’ summit dates; Türkiye and Australia have designated
roles. **Not confirmed:** any final COP31 deal, climate-finance package or agreement
on emissions reductions. Those decisions cannot be reported as settled before negotiations
occur.
