# Greenland Backs US–Denmark Arctic Security Deal 16–0 — But the Agreement Is Not Yet in Force

**November 3, 2026 —** Greenland’s parliament has approved a security agreement 
with the United States and Denmark, a major step toward expanding American military
access in the Arctic while preserving the island’s right to determine its own political
future. The vote was 16 in favor, none against and seven abstentions, according

## What lawmakers actually approved

The agreement, signed in September by the leaders of the United States, Denmark 
and Greenland, creates a framework for a larger US military presence, including 
two additional defense locations and expanded operations at existing facilities.
It also explicitly reaffirms Danish sovereignty and Greenlanders’ right to self-
determination. That distinction matters: greater US defense access is not a transfer
of Greenland to American ownership.

The pact builds on the longstanding US-Danish defense relationship. Its Arctic location
is important for North Atlantic security, missile warning and the growing competition
over northern routes and infrastructure. But permission to establish facilities 
should not be confused with proof that new bases have already been constructed or
deployed.

## Why the 16–0 tally is not a unanimous political endorsement

Although no lawmaker voted against the deal, seven abstained. Opposition members
raised questions about whether Greenland would receive sufficient economic benefit
and how its interests would be protected if it eventually pursued independence. 
The abstentions show that security cooperation and its economic terms remain politically
contested even after the parliamentary vote.

## What happens next

**The agreement is not yet in force.** Denmark’s parliament must still complete 
its approval process. Reuters reports that Danish lawmakers are expected to consider
the measure on November 11 and vote on November 19. Until that process is complete,
today’s vote is a significant ratification step, not the final legal milestone.

## The larger significance

For Washington, the pact offers a route to stronger Arctic defense capabilities 
without a sovereignty change. For Copenhagen, it aims to maintain alliance security
and the kingdom’s territorial integrity. For Greenland, the test will be whether
the promised respect for self-determination translates into meaningful influence
over implementation and economic opportunities. Those outcomes remain to be demonstrated,
rather than assumed from the vote alone.
