**WASHINGTON, October 28, 2026 —** The Federal Reserve left its benchmark interest-
rate target at **3.75%–4.00%** on Wednesday, but the vote exposed a more hawkish
divide than a simple pause suggests: two policymakers wanted to raise rates immediately.

The Federal Open Market Committee voted **10–2** to hold the range. Governor Lisa
D. Cook and Cleveland Federal Reserve Bank President Beth M. Hammack dissented,
each favoring a quarter-percentage-point increase. Those names, the vote and the
target range are stated in the [Federal Reserve’s October 28 policy statement](https://www.federalreserve.gov/newsevents/pressreleases/monetary20261028a.htm).

## Why the two dissenting votes matter

A decision to keep borrowing costs unchanged was widely expected. The disagreement
inside the committee is the more revealing development. The two dissenters did not
seek an immediate rate cut; they argued for tighter policy while the majority preferred
to wait for additional economic information.

The Fed described economic activity as expanding at a strong pace, with resilient
domestic spending, robust capital investment and little change in unemployment.
It also warned that inflation remains elevated. Taken together, those assessments
leave room for further tightening if price pressures persist, but **the statement
did not commit the Fed to a December increase**.

Reuters separately confirmed the 10–2 vote, the unchanged rate range and the emphasis
on gathering more inflation data in its [October 28 Federal Reserve coverage](https://www.reuters.com/business/).
This was a pause after September’s quarter-point increase, not a reversal of that
move.

## What the decision means for households and businesses

The federal funds target guides the overnight cost of money between banks. It can
influence credit-card rates, business loans, savings yields and broader financing
conditions, but it does _not_ mechanically reset every mortgage or consumer loan
to the same percentage. Fixed mortgage rates also reflect longer-term bond yields,
expectations and lender-specific pricing.

For borrowers, the immediate message is that the Fed has not provided fresh short-
term relief through a rate cut. For savers, relatively high policy rates can support
yields on some deposits, though actual account rates vary. Businesses planning investments
still face uncertainty about whether financing costs will rise again.

## The next test: inflation, not just the calendar

The committee said it needs more information to judge how quickly inflation can
return to its 2% goal. That makes the next inflation releases and subsequent Fed
communication more important than treating Wednesday’s hold as a promise about the
next meeting.

Markets may read the dissents as a sign that support for a further increase exists
inside the central bank. That is an interpretation, not a formal forecast or a majority
decision. The December policy outcome remains open.
