# China Pushes Back on US Plan to Widen Investment Curbs to Biotech and Advanced Computing

**October 24, 2026 | Business and Technology.** China has publicly opposed a proposed
expansion of United States restrictions on investments in sensitive foreign technology,
setting up a fresh dispute over how far national-security screening should reach
into biotechnology and advanced computing.

In a statement published on Saturday, the Chinese Ministry of Commerce described
the proposal as discriminatory and said it would interfere with ordinary business
cooperation. Beijing said it was watching developments and reserved the right to
respond. That is a warning, not an announcement of specific retaliatory measures.

The dispute follows a [US Treasury Department proposal dated October 22](https://home.treasury.gov/news/press-releases/sb0667).
Treasury says the proposed regulations would implement the Comprehensive Outbound
Investment National Security Act and update the existing Outbound Investment Security
Program. Alongside semiconductors, AI and quantum technology, the draft addresses
high-performance computing, hypersonic systems and biotechnology.

## What changes for investors?

The proposed framework distinguishes transactions that would be prohibited from 
those requiring notification, depending on the technology and the parties involved.
It is aimed at preventing certain US capital and investment expertise from supporting
military, intelligence and surveillance capabilities in countries of concern. Treasury
says the measure is intended to protect national security while providing investors
greater clarity.

**The expanded restrictions are not yet final.** The Treasury Department is seeking
public comments through December 7, 2026. The existing rules remain in force until
final regulations establish a new effective date. The proposal should not be confused
with an immediate ban on all US investments in Chinese companies or with restrictions
on ordinary purchases of publicly traded shares.

## Why the response matters

The tension goes beyond chips. Biotechnology, research automation and advanced computing
are also commercially important to drug discovery, venture financing and scientific
collaboration. How the final rule defines covered technologies and transactions 
could shape investment decisions and compliance costs for firms operating across
borders.

provides the text and rationale of the proposal. The next concrete milestone is 
the US public-comment deadline, rather than an announced implementation date.
